Port Restrictions
- Crew change procedures for Subic bay
- kindly note that Subic port only allows tanker vessels for crew change at port if vessel will be NIL Cargo upon arrival or After cargo operations at port.
- If vessel still has ROB, regret port will not allow the request.
- Crew change is allowed in Subic bay strictly at anchorage area only subject to weather conditions.
- Port must be notified minimum 72 hours (working days Mondays to Fridays) for any crew change intention at port.
- All documents must be submitted to port 1 day prior date of operation/crew change.
- Vessel must be secured at anchorage by 1500H any later vessel have to await at OPL OR ANCHORAGE for next day for crew change.
- Crew embarkation/disembarkation is from 0800H-1600H only.
- Please be advised that port is requiring vessel and tugs to be disinfected during/after crew change thus 3rd party service provider is required.
- Crew change operation in Subic Bay is usually about 5-6 hours or longer depending on vessel/owner request.
- Vessel can depart after crew change operation is done.
- Crew disembarkation is until 1600H only.

Flight Restrictions
- Passengers are subject to a rapid antigen test upon arrival.
- This does not apply to
- passengers with a COVID-19 vaccination certificate showing that they were fully vaccinated at least 15 days before departure from the first embarkation point. Vaccines accepted are: AstraZeneca (SK Bioscience), AstraZeneca (Vaxzevria), Convidecia (CanSinoBio), Covishield, Covaxin, Covovax, Janssen, Moderna (Spikevax), Nuvaxovid (Novavax), Pfizer-BioNTech (Comirnaty), Sinopharm and Sinovac;
- passengers with a negative COVID-19 rapid antigen test taken at most 24 hours before departure from the first embarkation point.
- The above exemptions also apply to their accompanying minors younger than 15 years.
- Passengers must register at https://onehealthpass.com.ph/OHP-NEW-DESIGN/Register.html at most 3 days before arrival. This will generate a 'One Health Pass/eARRIVAL CARD' registration which must be presented at time of check-in and upon arrival.
- Unaccompanied nationals of the Philippines younger than 4 years must have prior coordination by the airline with the Bureau of Quarantine (BOQ).
