Are there any restrictions on vessels whose previous port call was from COVID -19 high risk countries?*
All seagoing vessels must submit the Maritime Declaration of Health (MDoH). It should be sent by email to the local Port Health Authority. The MDoH must be signed in the last 24 hours and it must be sent at least 6 hours prior to arrival at Pilot Station.
Are there any restrictions on crew who embarked from COVID -19 high risk countries or specific nationalities?

Yes, but subject to the following conditions.
On/off signers will need to hold a valid Schengen visa. For off-signers not holding a Schengen visa, a transit visa can be issued on request if flight tickets are available and flight departure is confirmed before the departure of the vessel. For on-signers not holding a Schengen visa, transit visa can be issued on request in Amsterdam airport in the event of an emergency (illness or death in family/crewmember on board) or following 3 points must all apply
Vessel is sailing with Dutch flag or owned by a Dutch owner
Vessel calls a Dutch port
Embassy is closed at country of origin
All crew travelling to Netherlands...
